Title Right of Way Limits - Boundary Lines
Abstract A record of the highway right of way delineating lands administered by MnDOT. This dataset is a line shapefile.
Purpose To show the approximate location of the right of way acquired and administered by MnDOT. It exhibits the relationship of the right of way with physical features in the identified area.
Time Period of Content Date Varies, see update process
Update Process New or changed data is developed by MnDOT's district/area surveyor as schedules permit. Data are assembled and forwarded to MnDOT's Office of Land Management, LIS & Right of Way Mapping Unit for subsequent publishing on the Right of Way Mapping & Monitoring website. For areas where new data is not available, the "best" source is used to create the line, taking into consideration the date of the source and the accuracy of that source. Survey grade data is labled as such all other data is approximate.

Data Quality

Attribute Accuracy Every segment in the dataset undergoes quality control checks prior to publication. This quality control check is completed by a person other than the creator of that segment (as indicated in the "Added_By" field). Attribute accuracy is only guaranteed up until the date listed in the "Date_checked" field. Final checks on Right of Way accuracy should be directed towards District Offices as even Survey grade data sets may be inaccurate due to turnbacks or conveyances.
Logical Consistency The horizontal accuracy depends on the precision used to create the dataset by MnDOT district office. The data is generally created in county coordinates and transformed to UTM coordinates for GIS. The line represents an approximate location of the R/W line. Prior to publishing, each segment is checked for logical consistency, i.e. that the highway alignment (as shown on aerial imagery) is within the drawn right of way lines.
CompletenessThe Right of Way line data are managed by the corresponding MnDOT district surveys office and/or right of way offices. The dataset is a combination of survey computations, field data, and various other records. Each district office submits the data from within their jurisdiction as their schedules permit. A copy of the data is delivered to MnDOT's Office of Land Management, LIS & Right of Way Mapping Unit for final processing. Here the vector (CAD) data are loaded into a GIS format. When new data is unavailable, MnDOT's Office of Land Management, GIS Unit uses the best record available, taking into consideration date of creation and positional accuracy, this data is approximate and not to survey standards.

The R/W Limits - Boundary Lines data set is provided for general reference only. Any use of the data must be verified for accuracy through appropriate District Office. R/W Limits - Boundary Lines is not to be taken as a definitive extent of the Right of Way. Line accuracy and position may extend beyond the data set due to the complex nature of land ownership by the State of Minnesota. For example, the extent of a boundary line shown may correspond to a permanent interest or it may be a temporary one that has since expired. In addition, where one line is shown there may actually exist several separate boundary lines in the area that are not represented in the data set. Some examples include: easements for maintaining slopes, drainage, water channels, wall maintenance, air rights, or other uses. It must be considered that MnDOT frequently disposes of land it no longer needs. Land owned by the state may not have been updated since conveyances or turnbacks have occured. Some rights of way exist by a prescriptive right which is not in the public record but defined in law as the width of actual use as needed for ongoing support, safety, and maintenance of the roadway. Other types of property making up the State's transportation system which can be represented in this data set are boundary extents for wayside rests, truck and maintenance stations, gravel pits, tower and tower sites. Other boundary extents can only be legally defined by Transportation Commissioneraccording to State Statute and are not part of official public record. Gaps appearing in the right of way boundary lines may be due to limited data sources on that area. For more detailed information about the characteristics of the right of way boundary for a specific location contact the MnDOT land surveyor in charge at the appropriate transportation district office.

Attribute Description
OBJECTID Identification number
District MnDOT district number, "M" is used for the Metro district
County Numerical county code assigned in alphabetical order from 1-87 (i.e. Aitkin to Yellow Medicine)
Cont_sect Control section number, a four digit number where the first two digits correspond to the county number (with leading zeros for counties 1-9) and the last two digits correspond to the segment within that county
Route_Num Route number, the numeric portion of a highway name such as 94 for Interstate 94 or 169 for U.S Highway 169
Route_Sys Two characters of coded text identifying the route system. US = U.S. Trunk Highway System, MN = Minnesota Trunk Highway System, and IS = Interstate Highway System
Status Specifies whether the segment is active or historic. Active lines delineate the current boundaries whereas historic lines delineate former boundaries.
Layer Coded text values identifying the type of segment. RW = Right of Way, RW INP = Right of Way In Place, ACC CTRL = Access Control, ACC CNTRL = Access Control In Place
Ref_Sys Reference system, the datum of the original data source, usually NAD83
Projection The projected coordinate system of the original data source, usually a county coordinate system in U.S. Feet. Systems without a unit specified in parentheses are in U.S. Feet
Accuracy The positional accuracy of the segment. "Survey" indicates that the segment’s data source was created with survey grade accuracy, and "Other" indicates either that the source was not verifiably survey grade accuracy or the source was created with a lesser degree of accuracy
Source Type of source used to create the segment. CADD = any CADD drawing converted to GIS, Raster = TIF maps georeferenced and digitized, Other = various other sources, e.g. KML files
Source_File Filename of the original data source. Intended to help locate the file if the Source_Link does not work
Source_Link Location of the original source file used to create the segment. In most cases, a URN linking to the document in ProjectWise
Added_By The person who added each particular segment
Date_Added The date and time (formatted as M/D/YYYY H:MM:SS) when each segment was added
Checked_By The person who performed the quality control check on each segment, should be a different person than in "Added_By"
Date_Checked The date and time (formatted as M/D/YYYY H:MM:SS) when quality control was performed
SP_Num SP Number, a unique identifier for each MnDOT project. The first four digits correspond to the control section where work was performed (or one of the control sections if many are involved), and the digits following the dash are a project number where higher numbers are more recent projects
Assoc_SP Additional SP numbers associated with this segment
Order_Type Commissioner Order Type, most features with this attribute completed are specified as "width"
Order_Num Commissioner Order Number
EDMS_Num The EDMS number assigned to the Commissioner Order Number specified in "Order_Num"
EDMS_Link Hyperlink to the document specified by "EDMS_Num"
Acc_Order_Num Commissioner Access Order Number, only applies to features where "Layer" is ACC CTRL
